SAS Web Report Studio does not support conditional highlighting for hidden data items. All hidden data items should be excluded from the Conditional Highlighting dialog box. However, depending on your version of SAS Web Report Studio, you might be able to select a hidden alphanumeric category. If you do so, then you see the following error:

To avoid the error, do not attempt to use the hidden category in a rule.
